Pubs Code Adjudicator meeting with the British Beer and Pub Association (BBPA)

PCA met with the BBPA to discuss: 

• Effectiveness of industry guidance (BBPA best practice guide to management of pub repairs and dilapidations) on repairs and dilapidations and how standards can be improved for tied pub tenants. 
• Continuing tenant dissatisfaction in this area, including concerns reflected in the 2026 Tied Tenant Survey results.
• Whether the best practice guide is delivering its intended objectives, including reducing disputes, lowering maintenance costs over the life of agreements, improving communication and transparency between pub-owning businesses and tenants, minimising surprises at assignment, renewal and exit, and supporting fair and lawful dealing under the Pubs Code. 
• How to better understand what is driving poor satisfaction scores and how the implementation and impact of the guidance can be better measured.  
• BBPA agreed to engage with pub-owning businesses and other sector bodies, including the British Institute of Innkeeping and UKHospitality, to consider opportunities for collaboration and practical improvements. 
• PCA will continue to consider how best to support improvements in repairs and dilapidations practices, including through engagement with industry stakeholders and publishing relevant evidence from tenant survey results.
