Notes from the 8 July 2026 meeting between the PCA and the British Beer and Pub Association (BBPA)

Date: 8 July 2026
PCA met with the BBPA to discuss:
- Effectiveness of industry guidance (BBPA best practice guide to management of pub repairs and dilapidations) on repairs and dilapidations and how standards can be improved for tied pub tenants.
- Continuing tenant dissatisfaction in this area, including concerns reflected in the 2026 Tied Tenant Survey results.
- Whether the best practice guide is delivering its intended objectives, including reducing disputes, lowering maintenance costs over the life of agreements, improving communication and transparency between pub-owning businesses and tenants, minimising surprises at assignment, renewal and exit, and supporting fair and lawful dealing under the Pubs Code.
- How to better understand what is driving poor satisfaction scores and how the implementation and impact of the guidance can be better measured.
- BBPA agreed to engage with pub-owning businesses and other sector bodies, including the British Institute of Innkeeping and UKHospitality, to consider opportunities for collaboration and practical improvements.
- PCA will continue to consider how best to support improvements in repairs and dilapidations practices, including through engagement with industry stakeholders and publishing relevant evidence from tenant survey results.
