Roundtable between the Pubs Code Adjudicator and Code Compliance Officers – March 2025
Notes of the meeting held online on 20 March 2025. This roundtable was organised by the PCA to discuss the work of pub-owning businesses in relation to information on fixtures and fittings for tenants. This was part of a programme of roundtables to gather and exchange good practice ideas and examples to support mutual learning across pub companies.

Key points
The group discussed their collaborative work to date on common ways in which they work with tenants on short agreements or tenancies at will. This activity started at the December roundtable and will be published in late March as ‘minimum standards for tenants on short agreements.’
The group then focused on understanding current tenant information in relation to fixtures and fittings. The PCA receives tenant enquiries relating to when fixtures and fittings should be returned, end of tenancy financial reconciliations, and what tenants should expect when they leave their pub.
A key discussion point was on where tenants could find information about fixtures and fittings and when tenants could expect deposits to be repaid. POBs pointed to information provided through onboarding as well as by BDMs when tenants opt to surrender.
Next steps
Looking forward, CCOs will continue to work together to understand where there is commonality in approach to fixtures and fittings and whether consistency in standards for tenant could be agreed and communicated. The next quarterly roundtable was set for late June /July 2025.
